The Oklahoma Harm Reduction Alliance strives to empower Oklahomans who use drugs with supplies, advocacy, community education, and outreach services to de-stigmatize substance use in our state.

Education & Consultation
OKHRA offers CEUs, community training, organizational training, and individualized personal services for clients needing extra help on their substance use journey.

Outreach Services
OKHRA provides weekly outreach for unsheltered Tulsans as well as participating in mutual aid and community events supplying free harm reduction materials
to anyone in need.
Syringe Disposal
OKHRA works with communities on syringe disposal while disposing of syringes in Tulsa and Creek County through local partnerships.
Overdose Prevention
OKHRA offers online, one-on-one, and in-person overdose reversal
and prevention training.
Vending Machine
In partnership with H.O.P.E Testing, OKHRA is set to install Oklahoma's first and only harm reduction vending machine in Tulsa.
Our Staff
Andrea Haddox, LMSW
Executive Director
Andrea Haddox co-founded Oklahoma’s first syringe service program, SHOTS Tulsa, during her graduate degree at the University of Oklahoma. Andrea is also the founder and Executive Director of the Oklahoma Harm Reduction Alliance (OKHRA). OKHRA was created because of the need for overdose education & prevention across the entire state. Andrea works hard everyday to break the stigma associated with people who use drugs and is passionate about spreading harm reduction across Oklahoma.
Hailey Ferguson, LMSW
Director of Operations
Hailey Ferguson is a community organizer with vast experience collaborating with communities and organizations. Hailey created Oklahoma’s first intensive case management program for uninsured Oklahomans with Hepatitis C as well as an education program at David L. Moss Criminal Justice Center. Hailey began working with SHOTS Tulsa in 2019 and transitioned to her role as Director of Operations at the Oklahoma Harm Reduction Alliance in December of 2020. She is a passionate harm reductionist, content creator, writer, and community builder.
Tim Rutledge, “Narcan Man”
Director of Overdose Prevention Education & Outreach
Tim, the man, the myth, the legend!
Tim manages OKHRA’s mail-based services, overdose prevention education, and community outreach. Tim began working with SHOTS Tulsa in 2019 and transitioned to his new role at OKHRA in December of 2020. Tim is well-known in the community for his love of harm reduction, person-centered care, and hands-on outreach services.
